It directly influences the lives of their constituents. I thought Justice Holmes covered that in his &amp;quot;Yelling fire in a crowded theatre&amp;quot; decision. The official’s free speech rights end when discussion of the matter is closed and a vote is called for. At that point he is no longer acting as an individual, but as a representative of the people and casting the vote in accordance to the rules for that elected body. &lt;br /&gt;Therefore the &amp;quot;narrowly tailored to meet a compelling government interest.&amp;quot; standards should not apply. Rather, what is in the best interest of the people being represented by the official should be the standard by which this case is judged. &lt;br /&gt;Clearly it is not in the best interest of the people for their representative to direct taxpayers’ money to their friends pocket with their vote. If it&amp;#39;s truly the best way to spend the taxpayers’ money;  it should pass without that representative&amp;#39;s vote anyway. If it can&amp;#39;t pass without the conflict of interest, it can be assumed that it was not in the best interest of the people to begin with.&lt;br /&gt;Of course, that&amp;#39;s just my opinion. I generally have respect for our police officers but don&amp;#39;t understand why I commonly see 5 or more police cars on low risk calls and then see them linger and chatting after the call is complete. These public servant unions need to be dismantled and these officers need to enforce all laws including illegal immigration enforcement. I have been told that they had taken a 8 % pay increase just before they took the cut. A net gain.&lt;br /&gt; The Sparks Firemen took a true 7 1/2% permenent pay cut .
